Country in distress......

Thief steals flag from the mother of a dead veteran

(a) The flag should never be displayed with the union down, except 
as a signal of dire distress in instances of extreme danger to life or
property.

I think that fits the situation to a tee don't you?

what if you made a flag out of pancakes, powdered sugar for the stars, blue berry and rasberry syrup for the field and the stripes and then ate it?

It looks like you would be in violation of section 8b and 8c, unless you were to prepare and serve the said "pancake" vertically. You could avoid the violations to 8b and 8c by serving the "pancake" upside down, but then you would be in violation of 8a.
Although, because you are a buddist terrorist you might be comforted to know that you can self-immolate yourself after the ingestion of said "pancake" without facing any legal issues. Section 8k gives clear permission to burn the flag, particularly when it is in the condition your "pancake" would be in after you ate it.
